Notary signing agents are the professionals who show up at your kitchen table to witness and notarize the signing of real estate purchase agreements, refinance packages, home equity loans, reverse mortgages, and other legal instruments. Over the course of a single loan signing, they're handling a document package that contains the borrower's Social Security number, full financial history, current income, bank account information, and the complete terms of a transaction involving hundreds of thousands of dollars.

It's downloaded, reviewed, and printed at the notary's location — and the entire workflow happens over whatever network the notary happens to be using at that moment.
GLBA and Loan Signing Agents
Notary signing agents who handle loan documents are touching data subject to the Gramm-Leach-Bliley Act (GLBA). The lenders and title companies that engage notary signing agents are financial institutions under GLBA, and the data they handle — borrower financial information — is customer financial data subject to GLBA privacy and security requirements.
When a signing service sends a loan package to a notary, the notary becomes a service provider handling that financial data. Notary signing agents face the same fundamental network problem as any professional who works at client locations: they have no way to assess or control the security of the network they're joining.
A client's home network may be running a default router configuration from when it was installed years ago. The Wi-Fi password may be shared across dozens of devices and family members.
